Beijing’s Measures on Promoting Investment in High-tech Industries and Promoting High-end Intelligent Green Development of Manufacturing Industry
In order to speed up the construction of an international science and technology innovation center, implement the Development Plan of High-tech Industries in Beijing during the Tenth Five-Year Plan period, maintain the strategic determination to ease the general manufacturing industry and develop advanced manufacturing industry, promote the reconstruction and upgrading of industrial base and the optimization and upgrading of industrial chain, and promote the high-end, intelligent and green development of manufacturing industry, we hereby propose the following measures:
First, encourage investment in high-tech industries
Create a good business environment, encourage private enterprises, foreign-funded enterprises and state-owned enterprises to actively invest in high-tech industries that are in line with the strategic positioning of the capital city, expand the next-generation information technology and medical health as two internationally leading pillar industries, strengthen the "Beijing Smart Manufacturing" industries such as integrated circuits, intelligent networked automobiles, intelligent manufacturing and equipment, green energy and energy conservation and environmental protection, and preempt the layout of future frontier industries in the fields of optoelectronics, cutting-edge new materials and quantum information. Two, the establishment of major projects as a whole coordination mechanism
Establish an overall coordination mechanism for the landing of major high-tech industrial projects led by the main leaders of the municipal government, and be responsible for studying major industrial policies, examining and approving major project plans, and coordinating the landing of major projects. The municipal competent department of industry is responsible for the establishment of Beijing high-tech industrial project library, which implements centralized management of the city’s high-tech industrial projects and provides support for daily tracking, scheduling and service. Third, build a big data service platform for industrial investment
Integrate the production and operation of manufacturing enterprises, land, employment, energy consumption, emissions and other data, establish an input-output evaluation system of factor resources by region and industry, improve the refined management level of project access standards, and guide the accurate matching of factor resources to high-quality enterprises. Make industrial maps, and publish the industrial layout, industrial land distribution, location of factories and buildings, project access standards and other contents of each district (including Beijing Economic and Technological Development Zone, the same below) to promote the accurate matching of projects with factor resources and policies and measures. Four, the establishment of project butler service mechanism
Incorporate the projects in Beijing’s high-tech industrial project library into the coverage of "service package" at the city and district levels. For major municipal projects, establish a service mechanism led by the competent leadership of the municipal government, designate a service housekeeper, and do a good job in tracking the whole process of project landing. Through the overall planning of the city and district, we will do a good job in ensuring the settlement and housing of senior management personnel and key personnel of related enterprises in accordance with the law. For the introduction of talents for major projects, "one thing, one discussion" is guaranteed. Five, the implementation of the project landing "first talk system"
Explore the implementation of the "first talk system" for projects with a total investment of more than 100 million yuan (inclusive) or with overall and strategic characteristics. For projects that find investment clues at the municipal level, the priority areas of the projects shall be determined according to the orientation of leading industries and resource endowments in each district. The district found clues to investment projects, after the city’s industrial authorities identified the project as the first talk area, the district was responsible for negotiations; For projects that have not made substantial progress in negotiation for more than 3 months, the municipal competent department of industry will make overall plans and select the landing areas on the basis of merit. In the process of attracting investment, each district should actively push the projects that do not meet the industrial orientation of the district or do not have the bearing conditions to the municipal industrial authorities, and after being identified, it will be regarded as the introduction results of the project planning in the district. Six, the pilot to carry out enterprise investment projects "commitment system" reform.
Pilot implementation of a new management model of "the government sets standards, provides strong services and strict supervision, and enterprises make promises, keep promises and take responsibility". Seven, improve the ability of industrial land security
Systematically carry out the current situation of industrial land in the city, and prepare a special plan for industrial land in the city; Establish the bottom line thinking of industrial land, study and delimit the control line of industrial land protection in the city; Measures to prohibit adjustment and compensate for adjustment shall be implemented at different levels. New industrial land shall not be used for non-manufacturing projects. The reserve of industrial land with transfer conditions in each district should not be lower than the industrial land supply plan of the current year. Encourage Beijing Economic and Technological Development Zone and Fangshan, Shunyi, Changping, Daxing and other plain new cities to implement the standardization reform of industrial land, launch a number of industrial land that have completed regional comprehensive evaluation, defined project access standards and improved municipal facilities, and change "projects and other places" into "land and other projects". Strengthen the district-level overall planning and municipal coordination of the balance index of cultivated land occupation and compensation, and support the landing of major projects. Eight, support vacate and inefficient space reuse.
Encourage the use of industrial vacated space and old factories to give priority to the development of advanced manufacturing or related innovative services. Encourage municipal and district state-owned enterprises to actively acquire inefficient and idle industrial land, and the liabilities incurred may not be included in the assessment of the state-owned enterprises. Under the guidance of the municipal industrial authorities, Chaoyang, Haidian, Fengtai and Shijingshan are allowed to land advanced manufacturing enterprise headquarters and advanced manufacturing projects that are not related to production and processing, such as R&D and design, small batch trial production, debugging and assembly, and system integration. IX. Support the construction and promotion of project bearing space
Build international cooperative industrial parks such as China, Japan and Germany with high standards, and focus on supporting projects such as infrastructure, public service facilities and platforms that meet the fixed asset investment policy. Authorized industrial park development enterprises shall, with the consent of the municipal government, give fixed assets investment support in combination with the important standard factory building projects of leading industries in their respective districts. Support industrial parks carrying major projects to improve the level of infrastructure construction such as roads, sewage treatment, water supply, power supply, gas supply and heating. Ten, increase the support of major municipal projects.
For major municipal projects, the municipal industrial department shall, in accordance with the principle of "one thing, one discussion", jointly with the municipal finance department, put forward a support plan, clarify the scale and mode of financial support, and report it to the municipal government for approval before implementation. Give priority to equity investment, loan discount and other ways to support the project landing, and give landing rewards to enterprises in combination with the project contribution. Eleven, increase financial support for inclusive industries.
We will improve the inclusive support policy with clear standards, and support enterprises to carry out intelligent green technological transformation and upgrading, intelligent green diagnostic evaluation and digital empowerment, improve the basic level of industry, build an innovation platform for manufacturing industry, and promote the application of innovative products such as "the first set (set), the first trial production, the first stream film and the first batch" by means of loan discount, bonus and financial leasing. For enterprises whose investment in fixed assets in Beijing-Natong has reached a certain standard, loans will be subsidized at an interest rate of no more than 2%, and major projects can be fully subsidized. Each district should establish a corresponding supporting mechanism for inclusive industrial funds. Twelve, give play to the guiding role of various industrial funds.
Optimize the operation mechanism of high-tech industrial development funds, increase direct investment in projects, make overall use of various government guidance funds in industrial fields, and support the landing of advanced manufacturing projects. Encourage the establishment of industrial sub-funds targeted at specific industrial parks. For municipal-level industrial funds in related fields, especially newly established funds, the requirements for the lower scale of investment in advanced manufacturing and support for landing advanced manufacturing projects are clearly defined. Encourage all kinds of industrial funds to provide clues to advanced manufacturing projects. If the project is implemented, it can be counted as part of the fund’s investment in Beijing according to its contribution, as determined by the municipal industrial department. Thirteen, expand the supply of quality financial credit.
Relying on Beijing’s high-tech industrial project library, we will establish a docking platform for financing services between municipal industrial authorities and financial management departments, share project and enterprise information, and establish a linkage service mechanism for investment and loan. The financial management department guides financial institutions to accurately connect with the projects in the library, designs exclusive financing service products, increases the support of credit loans and medium and long-term loans, and explores the inclusion of high-tech industrial financing services in the assessment system of financial institutions. Encourage financial institutions to share the financing situation of high-tech industrial enterprises with the municipal industrial authorities. Fourteen, support the accurate introduction of industrial chain strong chain repair project.
Vigorously promote the policy of industrial opening and park opening innovation, and support Chinese and foreign institutions to jointly establish two-way innovation platforms, project service platforms and investment platforms. Give full play to the advantages of Beijing’s rich application scenarios and innovative resources, actively introduce new technologies and products through global scenario innovation, and promote the landing of application scenario projects. Support leading enterprises in the field of high-tech industrial segmentation to introduce the project of strengthening the chain of industrial chain in Beijing. For the necessary supporting projects, the development of the industry can be comprehensively considered, and the "one case, one discussion" will be given access support. Fifteen, the introduction of major projects will be rewarded.
If the newly-increased paid-in capital of the major advanced manufacturing projects in Beijing is not less than 5 billion yuan or the actually utilized foreign capital reaches 500 million dollars, the third-party institutions providing full service for project introduction will be rewarded with a single project of not less than 10 million yuan. Encourage all districts to further formulate and improve the incentive policies for the introduction of projects in this district. Sixteen, the establishment of the project landing assessment incentive mechanism.
Encourage all districts to take the initiative to undertake project planning and investment promotion tasks, and incorporate the completion of tasks into the comprehensive performance evaluation of high-quality development in this city. Take the landing of advanced manufacturing projects as an important basis for municipal finance to support the construction of financial resources in various districts. For areas with outstanding annual achievements, priority should be given to the layout of major industrial projects, and special funds, planning land indicators, energy indicators and other aspects should be appropriately tilted. All districts should optimize the review process, improve the efficiency of decision-making and speed up the project landing; Actively explore the establishment of regional industrial managers, give play to the role of third-party institutions, and effectively explore high-quality projects; Establish and improve the assessment mechanism and reward and punishment measures for project introduction and landing.
