In recent years, Lanzhou University has gradually established a "Five Plus" funding education model of "scholarship+role model", "grant+gratitude", "student loan+honesty", "social donation+responsibility" and "work-study+ability improvement". Taking educating people as the starting point and the end result of funding work has formed "solving difficulties — Educating people — Become a talent — The virtuous circle of "feedback" has successfully created the "Landa Business Card" for Lide Shuren’s work.
"Full coverage" to ensure the growth of students with financial difficulties
Scholarship, student loan, tutor, newspaper assistant … … These keywords have become the university experience of Huang Liang, distinguished professor, who was the winner of the National Excellent Youth Fund. As a model of growing from a poor student to a well-known scholar through financial aid, Huang Liang witnessed the development of financial aid in Lanzhou University for more than ten years.
Huang Liang, 39, is now a doctoral supervisor in the College of Physical Science and Technology of Lanzhou University. From undergraduate to master, Huang Liang has been a member of Lanzhou University. Born in rural Hebei, he grew up in a poor family, mainly relying on his parents to farm and go out to work for his brother and sister to study. "I applied for a student loan when I first entered the school, and later I got a scholarship, about 1,000 yuan." Huang Liang shared his experience in university. However, compared with the tuition fee of more than 3,000 yuan per year, scholarships are not enough to make them "worry-free". Therefore, part-time jobs such as tutoring with classmates and working as an assistant in a newspaper have become part of their college life. "Only when you have solved your worries can you study with peace of mind," Huang Liang told reporters.

With the help of various state funding policies, Huang Liang has been growing with excellent results. After finishing his master’s degree, he applied for a publicly funded study abroad program and obtained a doctorate from the Department of Electronic Engineering of Arizona State University. He chose to return to his alma mater in 2010 to contribute to the development of his alma mater.
When talking about the role of financial aid, Huang Liang used three words: solving difficulties, educating people and giving back. "I think it is a great thing that the state subsidizes students from poor families. Lanzhou University has made a promise not to let a student drop out of school because of family financial difficulties!"
It is understood that Lanzhou University has always attached importance to student financial assistance. As a university located in the northwest, Lanzhou University has the characteristics of "four more" in terms of student source structure, such as more students from the west, more students from rural areas, more students from ethnic minorities and more students with financial difficulties.
"After years of exploration and practice, Lanzhou University has gradually formed a student financial aid system with" awards, loans, assistance, diligence, exemption, compensation, capital and compensation "as the main content, which has achieved full coverage of financial aid for students with financial difficulties from families and provided a guarantee for students with financial difficulties to successfully complete their studies and grow into talents." Chang Hong, vice minister of Lanzhou University, told reporters. In 2018, Lanzhou University invested a total of 294,327,800 yuan in student financial assistance, including 161,944,400 yuan from the state, 63,326,600 yuan from the school, 9,791,600 yuan from the local government, 2,723,800 yuan from the society and 56,541,400 yuan from the bank.

"Everything will be fine. I feel the warmth and tolerance of the school, which will inspire me to grow up strongly!"
It is understood that Lanzhou University, in order to achieve the accuracy of the target of funding, takes into account the difficulties of students from different colleges, different majors and different students in the process of student funding, and attaches importance to the funding of students with financial difficulties, such as file-keeping households, rural low-income households, orphans and disabled students, and martyrs’ children. "Giving carbon in the snow" to ensure timely and effective financial assistance for students with difficulties
"Nothing is more touching than giving charcoal in the snow!" Recalling his own experience, Kang Xiaolong, a 2016 student majoring in electronic information at Lanzhou University, expressed such feelings. Kang Xiaolong received financial aid from high school, and after he went to college, he received various financial aid such as state grants, school scholarships and rocket army grants. These grants not only enabled him to successfully complete his studies, but also made him determined to give back to the society.
Kang Xiaolong, 23, comes from the countryside of Guanghe County, Linxia Hui Autonomous Prefecture, Gansu Province. His parents are both working outside the home, and only he lives with his grandmother who is over 70 years old, so his family conditions are difficult. For a long time, Kang Xiaolong will use the winter and summer vacations to go out to work to earn money.
When he was a freshman, Kang Xiaolong needed to buy a computer because of his professional needs. Although it was thousands of dollars, it was not a small sum for rural families who had just paid their tuition. My father scraped together some money, but it wasn’t enough. In desperation, he took a part of his living expenses and bought a computer. "At that time, I looked at the few hundred dollars left in Cary, and I was very anxious. I thought I had to tighten my belt and live hard, but I didn’t expect to receive a grant from the school more than ten days later." Kang Xiaolong told reporters that it was because of the timely issuance of school grants that he solved his urgent need.
According to Jin Fengfang, the teacher of Lanzhou University, the national first-class grant funding standard of Lanzhou University was 3,500 yuan per year, and this year it will be adjusted to 4,000 yuan, which will be directly credited to the student’s personal bank account on a monthly basis. Relevant data show that in the 2018-2019 academic year, Lanzhou University identified 5,630 undergraduates with family financial difficulties, accounting for 28.40% of the total number of undergraduates, including 2,428 students with special difficulties.
Yan Chunhua, president of Lanzhou University, said at the press conference of the Ministry of Education held on the 10th that since the 18th National Congress of the Communist Party of China, Lanzhou University has invested 1.364 billion yuan, covering 94,766 undergraduate students and 124,655 graduate students. With the guidance of "giving charcoal in the snow", we will ensure the accurate distribution of funds, timely distribute state grants and work-study subsidies to students with financial difficulties, and directly distribute them to students’ personal bank accounts and inform them through the website and WeChat platform.
