In order to thoroughly implement the spirit of the important instructions made by the Supreme Leader General Secretary on the pneumonia epidemic in novel coronavirus, implement the decision-making arrangements of the CPC Central Committee, the State Council and the provincial party committee and government, and further improve the medical security and prevention and control of pneumonia infected in novel coronavirus, relevant matters are hereby notified as follows:
First, the medical expenses (including complications, complications, etc.) incurred by the insured patients with suspected and diagnosed pneumonia infected in novel coronavirus in the outpatient and inpatient treatment of medical institutions are not included in the scope of medical insurance fund payment.
Second, for the insured patients who have been confirmed to be suspected and diagnosed with pneumonia infected in novel coronavirus since the epidemic, the outpatient and emergency treatment, observation medical expenses and hospitalization medical expenses (including medical expenses related to treatment according to regulations before confirmation) occurred in designated medical institutions for the treatment of the disease, the Qifubiaozhun shall be cancelled and paid according to the proportion of hospitalization reimbursement in first-class medical institutions, and there is no annual maximum payment limit. Patients with pneumonia suspected of being infected in novel coronavirus are excluded, and their medical expenses are implemented according to the original medical insurance policies in various places. The expenses paid for medical insurance in different places shall be paid in advance by the medical insurance department of the place where the medical insurance is sought, and the information records of the insured patients in different places shall be kept and the medical expenses shall be accounted for. After the epidemic is over, the national unified organization shall conduct liquidation.
Three, confirm the suspected and confirmed pneumonia in novel coronavirus standard, in accordance with the relevant provisions of the national and provincial health departments.
Four, during the epidemic, in order to avoid the gathering of people, the implementation of the "long prescription" reimbursement policy, support medical institutions according to the actual situation of patients, reasonably increase the dosage of a single prescription, reduce the number of patients to medical institutions; For patients with chronic diseases such as hypertension and diabetes, after evaluation by doctors in the diagnosis and treatment hospital, it is supported to relax the prescription dosage to 3 months to ensure the long-term drug demand of insured patients.
5. Make full use of online channels such as website, WeChat WeChat official account and applet to handle daily handling business such as medical insurance registration and payment, and reduce on-site handling business in the handling hall. All matters that can be handled online are not allowed to be handled at the scene. Due to the epidemic situation, it is impossible to pay the basic medical insurance (including maternity insurance) on time. Local medical insurance, finance and taxation departments can reasonably extend the payment time limit in combination with the operation of the medical insurance fund, exempt the late payment fee, and do not affect the insured’s enjoyment of treatment.
