Notice of Beijing Municipal People’s Government on Delineating Areas Prohibited from Using High-emission Off-road Mobile Machinery

　　In order to fight the tough battle of pollution prevention and control, continuously improve the air quality in this city, and further reduce the emission of pollutants from non-road mobile machinery, according to the relevant provisions of the Law of People’s Republic of China (PRC) on the Prevention and Control of Air Pollution and the Regulations of Beijing on the Prevention and Control of Air Pollution, the municipal government decided to prohibit the use of high-emission non-road mobile machinery in some areas of this city from December 1, 2021. The relevant matters are hereby notified as follows:

　　1. Seven types of machinery, namely excavators, loaders, backhoe loaders, forklifts, bulldozers, road rollers and graders, which do not meet the requirements of Class III limit standard in Limits and Measurement Methods for Exhaust Smoke of Off-road Diesel Mobile Machinery (GB36886-2018), are high-emission off-road mobile machinery.

　　2. All areas in Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, Shijingshan District, Mentougou District, Fangshan District, Tongzhou District, Shunyi District, Changping District, Daxing District and Beijing Economic and Technological Development Zone of this Municipality, as well as some areas in Pinggu District, Huairou District, Miyun District and Yanqing District, are prohibited from using high-emission off-road mobile machinery.

　　Among them, part of Pinggu District refers to the area from Cuixing Road in the west to the border consisting of Taicheng Road, Pingji Road, Shunping Road and Chanhe River in the east, from Luhan Road and Pingrui Street in the north to Chanhe River in the south.

　　Some areas in Huairou District include: first, the boundary consisting of Longshan Road, Longshan East Road, Fuqian West Street, East Bank of Huairou Reservoir and Jingmi Diversion Canal in the west, Kaifang Road in the east, Fule Street in the north and Nanhua Street in the south; The second is the area from Fanqi Road in the west to National Highway 111 in the east, Yanqi Lake North Road in the north and Yanqi Lake South Road in the south; Third, it starts from National Highway 111 in the west, reaches Shahe in the east, starts from Jingmi aqueduct in the north and reaches National Highway 101 in the south.

　　Part of Miyun District refers to the area that starts from Beijing-Shenyang Line (excluding) in the west, ends from Tanxi Road in the east, ends from Beijing-Shenyang Line (excluding) in the north, and ends at the boundary of Shuiyuan Road and Xinnan Road in the south.

　　Part of Yanqing District refers to the boundary area consisting of Jingli Expressway in the west, Guichuan Road in the east, Tuanjie Road in the north and Baikang Road and Baiquan Street in the south.

　　Three, emergency rescue project is not restricted by the above measures.

　　Four, in violation of the provisions of this notice, the relevant departments shall be dealt with according to law.

　　5. Since December 1, 2021, the Notice of Beijing Municipal People’s Government on Delineating Areas Prohibited from Using High-emission Off-road Mobile Machinery (Beijing Zhengfa [2019] No.10) has been abolished.
